Cathal Duffy is a licensed Florida attorney and senior government contracts professional with more than twenty years of experience working across the federal acquisition lifecycle.

Before founding Duffy Legal Solutions, Cathal spent more than two decades inside the federal contracting system in senior procurement and contract administration leadership roles, including sixteen years at the U.S. General Services Administration (GSA). During that time, he led and oversaw complex federal construction, design-build, A/E, and facilities portfolios and worked daily on the same contract performance issues contractors face after award — modifications, compliance, schedule impacts, performance disputes, and risk decisions.

His experience spans both Department of Defense and civilian agency contracting, with deep familiarity in FAR, DFARS, GSAR, and agency practice as those requirements are applied in real performance environments, not just in theory.

Cathal brings a distinctive perspective to government contracts work. He approaches contract and legal issues first as an operator who understands how federal projects are executed, funded, and evaluated, and second as an attorney trained to identify and manage legal risk. His practice is focused on providing clear, practical guidance that helps contractors execute successfully, avoid costly missteps, and make informed decisions as they grow their federal portfolios.

In many engagements, Cathal functions as a fractional in-house contracts and legal resource for firms managing multiple active federal projects, bringing senior judgment into day-to-day contract administration decisions without turning routine performance issues into formal disputes.

In addition to his government and legal experience, Cathal has founded and led successful private-sector and nonprofit organizations, giving him firsthand insight into the operational pressures faced by small and mid-sized businesses. He understands the realities of cash flow, staffing constraints, compliance overhead, and the need for legal advice that supports execution rather than slowing it down.

Cathal holds a Juris Doctor and a Master of Business Administration, is licensed to practice law in Florida, and has spent his entire professional career working in and around federal procurement. He works closely with clients as a trusted advisor, translating complex contract language and regulatory requirements into actionable guidance aligned with each client’s business goals.

Outside of his professional work, Cathal and his wife Michelle live in central Florida with their four children and their bloodhound, Ruby. The Duffy family enjoys travel and has visited all 50 U.S. states, every Canadian province and territory, and more than 50 countries across six continents — including a 15,000 mile overland journey from Key West, Florida to the Arctic Ocean in Tuktoyaktuk, Canada.
